In November 1967, during his senior year at St. John’s University, Pete Proly knew that he had to fulfill his military obligation during the Vietnam era before he could consider post-graduate studies. While applying for Officer Candidate School in the U.S. Navy he learned that the Navy was initiating a law program to recruit 80 law students to enter the Judge Advocate General’s Corps after admission to a Bar.
